Two-Face might like to see himself as lawfully evil, but truthfully, he’s a sick individual who needs treatment. Harvey has one of the most tragic falls into villainy, and while sometimes his good side will prevent a murder, it’s more often than not that he will kill and rob without remorse.

Poison Ivy might have a more complicated relationship with villainy at the moment due to her relationship with occasional anti-hero Harley Quinn, and her potential opportunities to fight alongside Batman, but her mission will always be the same: serve Mother Nature and return it as unforgiving and ruling force of Earth that will wipe out humanity and other pests that dare to tread where it can grow.

Poison Ivy is an eco-terrorist who isn’t afraid of a touch of body horror. She has destroyed skyscrapers, twisted and turned humans into meat puppets with her pheromones and toxins, and has no loyalty to anyone but nature itself. Poison Ivy’s failure to recognize herself as a human makes her a cold villain who wants to cure the Earth of humanity to make way for more plant life.

His obsessive fixation is dangerous and has led to an assortment of victims over the years.

Professor Pyg isn’t the villain that will topple governments and defeat the Justice League, but he is a villain that is so vile and twisted that it’s hard not to rank him higher just based on the various sins he has committed over the years. Pyg is an expert surgeon, but he uses these skills for pure evil methods in the creation of his Dollotrons, which are kidnapped Gotham citizens forced into obedience to feel no pain and to obey him.

Whether it’s removing any identity out of a person or simply replacing their hands with their feet and their feet with their hands, Professor Pyg is the epitome of a Gotham monster, and his disgusting pig squeals and oinks are just as equally terrifying as his abilities with a hammer and knife.

On several occasions, Bane has been more than just a brute addicted to the substance of Venom to turn him into a raging mass of muscle, and he has often taken over Gotham City to turn it into a lawless state that the U.S. Government wants no part in. Bane is often a judge, jury, and executioner, and it’s hard to ever see the good or understanding of a villain who killed Alfred Pennyworth.

A Scientist That Wants Nothing More Than a World Engrossed in its Greatest Fears

Johnathan Crane is a twisted scientist with sinister goals, a man who spends his time and work on a plethora of hallucinogenic drugs and toxins that will turn those who inhale them into terrified and unfixable victims of his crazed ideas. Scarecrow doesn’t exactly have grandiose ambitions of world domination, but that’s what makes him dangerous. He just wants to experiment on people and understand their greatest fears.

If Scarecrow wasn’t scary enough for being a villain in Gotham, he’s enhanced further by his fear toxin that can turn anyone who inhales its gasses into a coward unable to face their greatest fears. Scarecrow is a monster who wants to relish in the screams and cries of Gotham City plunged into a nightmare that they cannot wake from.

There is perhaps no villain as maddened or as obsessive as the Joker when it comes to Batman. Joker is the Ying to Batman’s Yang, and he is forever entwined in his fight for Gotham City. Joker doesn’t crave an empire or even Batman’s death, he just wants to see him suffer so that he can have some fun while tearing down everything Batman has ever done for the city he loves so much. Whether it’s kidnapping babies to murder James Gordon’s first wife, or resurrecting Batman’s dead butler Alfred, Joker has no limits.

The Joker’s crazed plans and violent methods to get under Batman’s skin often result in Gotham forever changed. This isn’t a villain that wants anything other than chaos, and that makes him so abundantly evil that he’s often the one villain brought up as an exemption to Batman’s no-kill rule. Joker has killed hundreds, if not thousands, including so many of the people Batman knows personally.
