The first of the strongest Dragon Ball characters at the end of the Buu Saga is Ultimate Gohan. Although he was the first to unlock Super Saiyan 2 in his fight against Cell, Gohan had completely given up fighting to take on other pursuits, which meant that he slacked off on his training. This led to his previously incredible strength as a teen diminishing greatly, despite still having the use of the Super Saiyan 2 form. Because of this, his power meant nothing against even relatively weaker opponents such as Dabura.

To make up for this and to defeat Buu, Gohan underwent training on the Sacred World of the Kais, where his latent potential was unleashed. This led to a brand-new and unique transformation named Ultimate Gohan, who was far stronger than everyone else. This was something which could be seen in how he humiliated Super Buu, a version of Buu that was incredibly powerful, so it was amazing to see Ultimate Gohan beat him effortlessly.

If the debate here dealt with the strongest hero during the events of the Buu Saga, Ultimate Gohan is undoubtedly the correct choice, edging out over even Goku himself. However, toward the end of Z, Gohan stopped his training once more, leading to Goku overtaking him once more. This was confirmed in the first episode of Dragon Ball Daima, where it was confirmed that Goku had kept up his training, making him the strongest fighter.

The strength of Super Saiyan 3 Goku is legendary, as his iconic transformation was so monumental in its undertaking that Goku shook the very foundations of the universe. Not only was he stronger than regular Buu, but in his Super Saiyan 3 state, he proved to be equal to Kid Buu and saved the universe from the monster. Although Ultimate Gohan has been stated to be the strongest hero in the Buu Saga, Goku’s insistence on keeping up his training after the events of the arc made him the strongest character going into Daima.

The third option here is the one that fans currently know the least about due to the recency of its debut. In Episode 12 of Dragon Ball Daima, Vegeta finally awakened his long-awaited Super Saiyan 3 state, which proved to be incredibly powerful even though it was used in his child form. In this form, he easily dispatched the second Tamagami in a very short amount of time.

Currently, very little is known about this form and its limits, especially considering that it was used briefly and only in Vegeta’s child state. However, it can be surmised that the transformation puts Vegeta at the same level as Super Saiyan 3 Goku, especially since Vegeta also chose to continue his training following the close of the Buu Saga.

As stated earlier, if this was a debate about who the strongest character was during the events of the Buu Saga, the answer would be Ultimate Gohan without a doubt. It was also stated as much during his fight against Super Buu, but seeing as how he gave up training until Super started, he can’t be considered the strongest Z-Fighter at the end of the Buu Saga going into the events of Daima.

So, with Ultimate Gohan out, this only leaves Super Saiyan 3 Goku and Vegeta. Again, there’s very little to go off of here for Vegeta since his only fight was in his child state against an opponent who couldn’t even cause him a little bit of harm, whereas Goku fought equally against Kid Buu and held him off for quite some time. Although this is a technicality, just this feat puts Goku slightly above Vegeta, although it’s still actually impossible to say.
