One Piece has a variety of villains. While many can point fingers at the pirates who are traditionally identified as such, the marines themselves and those they serve also have plenty of evil and extreme characters within them.

Many of them are leaders, but their powers pervade outside the organizations they command. These are the most influential villains in One Piece.

Arlong
Hateful Towards Humans
- Affiliation: Arlong Pirates (Captain), Sun Pirates (Formerly)
Arguably, Arlong’s influence serves as an extension of Fisher Tiger’s, as virtually every fish-men advocate known in the series is connected to him. That said, Tiger viewed anti-human bigotry as a trait that should not be passed down to other fish-men, while Arlong viewed it as a virtue. Additionally, the Arlong Pirates technically predated the Sun Pirates, and as a young adult, Arlong’s ideals spread to a young Hody Jones, and his friends.
Arlong himself re-established his own crew after cutting ties with the Sun Pirates, and took residency in East Blue, where he could buy off certain marines who were made to patrol the area. After his defeat at the hands of Monkey D. Luffy, his influence didn’t stop. The New Fish-Man Pirates, led by Hody Jones, made a concentrated effort to stage a coup in Ryugu Kingdom, where they tried to make other fish-men conform to their ideals. Although the coup was ultimately a failure, this was also due to the intervention of Luffy and the Straw Hat Pirates.
Although most fish-men are distrustful of humans due to the oppressive nature of World Nobles and others of their ilk, Arlong’s own brand of outright bigotry against all humans was influential among fish-men in its own right.

Dracule Mihawk and Crocodile
Co-Founders of Cross Guild
- Affiliation: Cross Guild (Co-Leaders), Baroque Works (Former Leader; Crocodile Only), Seven Warlords of the Sea (Formerly)
Dracule Mihawk is known as the world’s strongest swordsman. He has crossed paths with all other contenders for the title and is thought to have beaten them all. He also serves as a mentor for Roronoa Zoro, who he seems to view as a candidate for his title.
Despite his previous hobby of hunting marines, Mihawk eventually joined the Seven Warlords of the Sea, a group made up of government-sanctioned pirates, presumably as a way to fight strong foes. The organization was eventually disbanded, citing corruption of former warlords such as Crocodile, who took advantage of the lack of government opposition.
The secretive Crocodile, also once known as Mr. 0, is a figure who prefers to obscure himself while steadily taking over. He founded the Baroque Works, an organization dedicated to taking over Alabasta, whilst pretending to be its savior. After being exposed and humiliated in Alabasta, he was eventually taken to Impel Down, which he broke out of after joining a prison riot and break initiated by Monkey D. Luffy, who ironically was part of the reason he was imprisoned there in the first place. Nonetheless, he participated in the Summit War on Luffy’s side, fighting against the likes of Mihawk, and others affiliated with the government.
Since regaining his freedom, Crocodile built up Cross Guild alongside Dracule Mihawk, supplanting Buggy’s Delivery, a mercenary organization that was built off his funds. This new mercenary guild focuses on hunting marines, and puts bounties on them to encourage their capture and/or death. The co-founders installed Buggy as a figurehead, in order to deflect punishment from themselves, should the authorities succeed in removing them. Despite this fact, they are both technically the ones still in charge. This makes them both the effective leaders of one of the few organizations of note to actively oppose the marines, alongside the Revolutionary Army.

Donquixote Doflamingo
The Arms Dealer
- Affiliation: Donquixote Pirates (Captain), Seven Warlords of the Sea (Formerly)
This deposed Celestial Dragon is known for his business acumen, which involves both other pirates and the World Government, both of which he has various ties to. His brokering in the criminal underworld pertained to drugs and weapons, but also human trafficking, having previously owned an auction house in Sabaody Archipelago. His defeat and the production it halted singlehandedly changed the outcome of various wars, and led to an attempted attack against the Straw Hats for wiping him out.
He held ties to Kaido, making use of SAD Caear Clown manufactured to create SMILEs, artificial Zoan Devil Fruits Kaido used to build up his forces. It is thought the SMILEs were exchanged for the valuable weapons of Wano, which buyers such as the World Government attempted to obtain directly from the country after Doflamingo was taken out of the picture. He was also the previous king of Dressrosa, having ruled the country with an iron fist for many years. Doflamingo’s various connections cause one to question if his recent conviction and imprisonment is truly the end of him.

Kaido
An Emperor On Prime Real Estate

Kaido is the captain of the Beasts Pirates, who is currently thought to be deceased. Nonetheless, his own power and influence were nothing to sneeze at. He was the primary business partner of Donquixote Doflamingo, due to his authority of Wano Country, as an ally and effective hired muscle of its shogun, Kurozumi Orochi. Despite technically being subordinate to him, Orochi was far weaker than Kaido and virtually always aligned with him when it was necessary.

In addition to the weapons he sold being heavily valued, Kaido himself was a strong combatant who brought the knee to many pirates. Subordinates such as Basil Hawkins, Scratchmen Apoo, Sasaki, and Page One were all pirate captains in their own right, before Kaido made him them his pawns by sheer force and submission. His strength was such that the World Government and marines were deterred from trying to take over Wano Country, as it would mean dealing with him, a criminal they consistently failed to execute. Kaido was distinguished as an “Emperor”, a designation the World Government gives to the four pirates they deem the most threatening.

Big Mom
A Cunning Emperor
- Affiliation: Big Mom Pirates (Captain), Rocks Pirates (Formerly)
Charlotte “Big Mom” Linlin has Devil Fruit powers that allow her to steal the souls of people she intimidates. Like Kaido, she is thought to be dead, but her own power and resilience makes this unclear. This acts as a fairly good way to get what she wants from most parties. She has ties to the vast criminal underworld, acting as both a client and having a few of her subordinates act as brokers. Her sway within it is such that even “emperors” of the Underworld will attend her parties, knowing the consequences should they decline. She previously forced Ryugu Kingdom into a protection racket, where she would guard them in exchange for sweets, but this was disrupted by Luffy, who instead ate them himself.

She is the queen of an Archipelago known as Totto Land, composed of various islands her children act as the ministers of. She is also the captain of the Big Mom Pirates, a very powerful crew with many of its members commanding very high bounties. Her many children are also political tools, as she frequently forces them into arranged marriages to access the political power of their suitors. The sheer level of power she possesses as well as the resourcefulness she shows in expanding it, are both reasons she is such a fearsome and influential villain.

Blackbeard
A Newer Emperor
- Affiliation: Blackbeard Pirates (Admiral), Seven Warlords of the Sea (Formerly), Whitebeard Pirates (Formerly)
Blackbeard’s influence began when he supplanted his former captain, Whitebeard, by killing him and taking his Devil Fruit power. He used his knowledge of the pirate’s territories to take over a good number of them. He subsequently wiped out the remainder of the crew in a conflict known as the Payback War, resulting in the survivors having gone into hiding at present.
Blackbeard is shown to have subordinate crews, but also noteworthy subordinates within his own crew. The most recent of his Ten Titanic Captains is Kuzan, a former marine admiral, who was in line to potentially even become the fleet admiral. His crew also consists of a number of infamous pirates whose crimes were so great that the World Government believed they necessitated being removed from history. He is shown to be capable of wiping out crews that even succeeded in dealing with other emperors, having likely killed nearly all the Heart Pirates.

Sakazuki “Akainu”
The Fleet Admiral
- Affiliation: Marines (Fleet Admiral), World Government
Sakazuki, better known as Akainu, is a ruthless marine who is willing to violently execute any lawbreakers to further his own vision of justice. He is even willing to clash against those who rank above him and punish those who rank below him to further this end. His destruction has earned the ire of those who have lost friends and family to his ruthless agenda, such as Monkey D. Luffy and Nico Robin.
After a lengthy fight with Kuzan, he successfully earned the position of Fleet Admiral, and has the most authority within the marines as a result. His own philosophy of “Absolute Justice” will likely be cited in most operations conducted under him.

Rocks D. Xebec
The Emperor-Maker
- Affiliation: Rocks Pirates (Former Captain)
Rocks D. Xebec is a largely forgotten pirate captain, who led the Rocks Pirates. This crew was powerful but unstable, with most of its major members not getting along with one another and generally being unable to follow orders. Nonetheless, the crew was a stopgap between obscurity and the peak of renown for many well-known pirates, including the likes of Kaido, Big Mom, and Whitebeard, who all became fearsome and influential in their own right.
Xebec had an aspiration to become King of the World, and studied many traditionally forbidden subjects to this end. After his crew lost to an alliance formed by the likes of Monkey D. Garp and Gol D. Roger, Xebec’s crew rapidly fell apart. Nonetheless, his influence may have spread even further than the Emperors under him. Blackbeard named his primary ship, the Saber of Xebec, and, due to his own love of history, is likely somewhat more familiar with the obscure pirate than others may be.

The Five Elders
The Public Leaders of the World Government
- Affiliation: World Government (Public Faces)
This collective consists of five World Nobles, each of whom has vested authority in a designated topic. Each member is a “saint” whose Warrior God title determines their exact jurisdiction. The most commonly known incarnation includes Jaygarcia Saturn (Science and Defense), Marcus Mars (Environment), Ethanbaron V. Nusjuro (Finance), Shepherd Ju Peter (Agriculture), and Topman Warcury (Justice.) However, after the failure and death of Jaygarcia Saturn, Figarland Garling, the leader of God’s Knights, is the current Warrior God of Science and Defense.
Any other previous members, if they exist, are unknown. Each of these figures are in charge of the law and can likely bend it to their will as they see fit. They are also capable of legally punishing those otherwise above it, such as World Nobles, Garling himself oversaw the execution of Donquixote Mjosgard, a World Noble who supported the assault of Charlos, another World Noble who attempted to enslave Shirahoshi, the Mermaid Princess of Ryugu Kingdom.

Imu
King of the World
- Affiliation: World Government (Secret Ruler)
Although the Five Elders are the public face of authority within the World Government, their true leader is Imu, a shadowy figure whose silhouette shows a crown atop their head. Sitting in the Empty Throne, a symbolic gesture of how no one is truly in charge of the government, this mysterious being directly dictates everything the government does, and is willing to punish anyone who fails to carry out their agenda. They were responsible for the death of Jaygarcia Saturn after his own failure.
In addition to being able to punish the otherwise unopposed authorities, Imu is capable of wiping out entire continents, and is in charge of obscuring a large amount of history known as the Void Century. More about this character and the likely duplicitous means they used to gain and maintain power are unclear. All that is known for the moment is how widespread their influence actually is, as they are virtually the law of the world.
