After the Paramount War concluded, he and Aokiji fought for the position of Fleet Admiral, and given that he won, he was given the position of Fleet Admiral. Sakazuki is certainly above the Admirals both in terms of rank as well as authority.
He is also about the admirals in terms of power. Currently, he’s one of the strongest individuals in the entire series, although he is yet to do anything big after the timeskip of the story.

What powers exactly he had remains to be seen. What fans do know is that he possessed two types of Haki, at the very least. Still, regardless of whether he’s stronger than the Admirals or not, fans know for sure that he outranks them and is above them.

The Holy Knights were recently introduced in One Piece. These are powerful individuals who take care of judicial matters surrounding the Celestial Dragons. They also are responsible for the peace and security of the Celestial Dragons, and every single one of them outranks the Marines easily.
It is unknown how strong they truly are. However, Dragon himself believed that the Holy Knights, when mobilized, would be strong enough to pose a challenge to the Revolutionary Army. That, in itself, is confirmation of the fact that they are very strong. At the very least, fans know that they are above the Marine Admirals in authority.
