Donquixote Doflamingo is, thus far, one of the most fleshed-out villains in One Piece. He is also somewhat distinguished by a genuine level of affection and respect for some of his crewmates, a trait not typically associated with many major villains in the series. Even now, as he is currently rotting in a cell within Impel Down, he seems confident that his time isn’t up just yet, and is enthused by the direction the world outside will take. Doflamingo’s rationale and desire for full-throated gore at Corrida Colosseum also reflects his general mentality. While he is right about the Colosseum’s popularity, it also speaks to his belief that the worst nature is the truest essence of a human being.
As a truly despicable individual, Doflamingo believes that every being is as evil and self-interested as he is and that his own barbaric nature is a virtue rather than a vice. His tendency to speak in absolutes, especially when they regard how awful people are, isays much more about how he is as a person than it does about any grand indictment of humanity.

Doflamingo’s theatrical exclamation is rooted in his hatred of those who cannot fight their way to power. He has a hatred of Bellamy for his weakness and repeated failures, but perhaps it cuts a bit deeper than one might realize. Bellamy and his crew came from a privileged background, only turning to piracy out of boredom. His failures make him analogous to the World Nobles, who are also weak individuals from wealthy backgrounds.

With his own loss of power as a child and subsequent active effort to regain it by any means necessary, Doflamingo despises the weak, who are incapable of his eyes “earning” whatever claim they have to power and privilege. Thus, his ideal world would place those able to work for their power toward the top, likely with him being in charge of it all.

- Context: Doflamingo, after being bound in solitary confinement, questions the reason for such an intensive effort on his behalf.
- Full Quote: “I’d better watch my loose tongue. What a rotten mess I could cause. Just think, what if I told the whole world the secret Mary Geoise is hiding? Why does it matter if it’s revealed now? Power doesn’t last long, it’ll rot faster than anyone thinks!”
Doflamingo is obsessed with his former power as a World Noble. It is widely assumed to be a reason for why the World Government seems oddly deferential to him, even compared to other warlords. Through intermittent laughter, even as his entire body is bound and he is held in solitary confinement, he relishes the thought of the other World Nobles losing their livelihoods, just as he lost his own.
Here he alludes to a secret, only known to World Nobles, that he has since held onto after being ousted. Since his deposition from Dressrosa, he has become even more jaded about power. Despite having wrongly held onto the throne for several years, he was swiftly removed from the throne thanks to Luffy and his allies. This encounter, along with his own sensitive knowledge, which he appears to be willing to divulge, has thoroughly convinced him that the hierarchy is about to change. This quote also reflects that, at present, and as a disgraced prisoner presumably on death row, he also has nothing to lose, and could willingly leak this sensitive information to the public when he gets a chance.

- Context: Doflamingo reacts to Pica being mocked for his voice after a soldier giggles at how surprisingly high-pitched it is.
- Full Quote: “I lost my mother when I was 8…and killed my father when I was 10. Those with the title of “Executive” or above are my “family” with whom I’ve shared my joys and sorrows. They’re the only thing I have! I won’t forgive anyone that laughs at my family. Understood?”
Doflamingo’s family troubles are well documented in the series. His father, Homing, viewed him as excessively invested in the lavish lifestyle of World Nobles, and noticed his son was becoming a spoiled brat. He attempted to reform his son into a kinder man by leaving the organization, but the conditions they were left in ended up permanently fracturing their family. Doflamingo’s younger brother, Rosinante, the only immediate relative to survive into adulthood, was repulsed by his elder brother’s actions and felt no more remorse for using the pretense of family to betray him to the marines.
Consequently, Doflamingo’s family took shape as a small gang that enabled his desire for power after seeing his Conqueror’s Haki. Trebol, the leader of the gang, who later was one of Doflmingo’s highest-ranked subordinates, gave him his Devil Fruit and the gun he used to kill his father. After this action, they formed the Donquixote Pirates, a crew that gave preferential treatment to its strongest members, those who reached the title of “executive.”

Doflamingo’s love for his family is twisted by his clear lust for power. “Family” must not only be valuable to him through their power but also something that he can control. Yet, as an olive branch to his “family”, he bestows them a level of authority and respect as well. In context, he is aggravated by a man who mocked the high-pitched voice of Pica, another early ally of his. As Pica is both a powerful fighter and willing to enable Doflamingo, he views him with far more warmth than his dad, a comparitively “weak” man who, out of love, deprived him of power.
To his credit, he is shown to genuinely value his subordinates, and in a fairly symbiotic relationship. As Vergo died at Punk Hazard, Doflamingo genuinely thanked him for his many years of service, and Vergo passed with a smile. His quote, and these similar interactions, speak to the idea that not only does Doflamingo love being in charge of people, but most of his higher-ups genuinely believe in him and enjoy being his servants.

“Justice Will Prevail, You Say? But Of Course It Will! Whoever Wins This War Becomes Justice!”
The Truth About The World Government
- Context: Doflamingo’s thoughts on justice, prefaced by one of the few actions he is seen directly taking to aid the World Government: fighting in Marineford.
- Full Quote: “Pirates are evil? The Marines are righteous? These terms have always changed throughout the course of history! Kids who have never seen peace and kids who have never seen war have different values! Those who stand at the top determine what’s wrong and what’s right! This very place is neutral ground! Justice will prevail, you say? But of course it will! Whoever wins this war becomes justice!”
This quote is perhaps one of the best lines in the series. It notes that the law and, by some extension, the public understanding of “justice” are not dictated by what’s truly righteous, but rather by whoever is in control at any given moment. Doflamingo himself was once a child who “never saw war,” having been raised as a pampered World Noble who was taught that he was a god and everything else was his plaything. However, once he was separated from the power that afforded him his privilege, he and his family were targeted by lynch mobs made up of those who had suffered greatly at the hands of the World Nobles. This was a time when he “never saw peace.”
These two different aspects of his childhood gave him an appreciation for how the backgrounds that people are brought up in shape their views on concepts such as “justice.” Although he never grew out of the belief that he deserved to control everything, he gained the pragmatism to understand that there were others more powerful than him, and those very people—whether noble or commoner—dictated what was “just” wherever they had power. It’s likely this mindset that allows him to cut deals with stronger pirates like Kaido, and even be under the World Government’s employ as one of the Seven Warlords of the Sea.
The Marines and the World Government, and more blatantly the World Nobles they serve the interests of, are decidedly not “just” in their actions. That said, they can uphold the image of being as such through means afforded to them by their authority. It was his apathy toward the Marines’ justice that allowed Doflamingo to be so uninvested during the Summit War, participating in it for his own pleasure more than anything else. Everyone knows history is decided by the victors, but as a power-hungry villain, Doflamingo can only view any sort of justice as merely another means of authority.
