It’s no secret that when the Final War of One Piece is officially underway, all the loose threads of the story will be tied and almost every character that has been introduced in the franchise from its start, whether good or evil, will likely play a role in this battle. As the series has officially entered its Final Saga, there has been an increasing number of mentions regarding previously forgotten characters now making their return to the setting.
However, there are a few notable exceptions, particularly Urouge and Enel. Both of these characters were introduced in the first half of One Piece and were definitely built up as being incredibly important to the overall story, but currently, haven’t done much in the grand scheme of things. However, most fans believe they will eventually make their inevitable return to the story, specifically in the Elbaf arc, so let’s see how this could happen.

How Urouge Could Return To The Story

Urouge is a character who has captured fan interest and speculation from his first-ever appearance in the story. Not only was he the oldest of the Eleven Supernovas, he was also a resident of the Sky Island; the only one fans had seen outside of Skypiea. Many fans have always thought of him playing a big role in the future since he remains the only Supernova that hasn’t played a major part in any story arc, so it’s believed he will be very important on Elbaf.
Firstly, Urouge is known as the ‘Mad Monk’, prompting many fans to believe that, along with his Skypiean origin, Urouge may have been the fifth priest of Enel. Although there were only 4 in the arc, there were many hints and contextual clues to there originally being 5 due to the parallels Enel shares with Imu as well as missing motifs within the Sky Island itself. The theory states that Urouge was once Enel’s priest but left his side after the destruction of his village of Birka in the hopes of traversing the Blue Sea to become strong enough to defeat him.

Ganfall explained to the Straw Hats that there is another entrance to Skypiea known as the ‘Summit of High West’ that’s located somewhere in the New World. Although nothing more is known about this, many fans speculate this summit lies at the top of Elbaf’s Adam Tree and, seeing how the last time Urouge was shown was on the Sky Islands when Kaido jumped from them, it could be surmised that he used this as the entry point to get to Skypiea. This fan theory essentially states that Urouge will return in Elbaf through the Summit of High West.
Because of how close Elbaf was to him, Urouge may have heard the legends of Nika and wanted to become a similar liberator to free everyone from Enel. This could also explain why he’s smiling all the time, perhaps making him a brand-new ally to the Straw Hats during the events of Elbaf rather than an enemy, since he could possibly want to help the Straw Hats rather than be an enemy to them.

Conversely, many fans of the franchise have been expecting to see Enel return to One Piece for years. Unlike Urouge, who was completely sidetracked and forgotten about, Enel was the subject of an incredibly important cover story that had huge implications for the lore. Here, Enel used the Arc Maxim to escape the world and make his way to the moon, which he called ‘Endless Vearth’. Once there, he managed to come across inscriptions about races that existed here, perhaps even before any in the world.
Admittedly, most of the evidence regarding Enel’s return has to do with thematic connections. Elbaf is the island that has the most to do with the lore regarding the Gods in all of One Piece, which can be seen with their reverence and legends of Sun God Nika. Because of this, some fans think that Elbaf is the perfect arc for Enel to make his return, since he always considered himself a God and his battle with Luffy can be signified as a human claiming the guise of a God going up against a God claiming the guise of a human, because of Luffy’s Nika fruit.
People don’t fear God. Fear itself is God!
Moreover, Elbaf is very clearly inspired by Norse mythology and themes, which is a really cool parallel to Enel who has lightning powers and even has an incredibly powerful attack called ‘El Thor’. Also, he is the only person in the entire setting who currently knows about the history of the first people who once belonged to the moon, so he is essential in completing the knowledge of the true history of the world, which he could give to Robin once he’s in Elbaf.
Elbaf is the perfect arc for his return, considering Robin is merely steps away from uncovering the full forgotten history of the Void Century due to the recovered work of the Ohara scholars being present in the Owl Library. Fans even believe that Enel may have had a change of heart after learning about his mortality, perhaps even lending a helping hand to the Straw Hats against the forces of the World Government in the Final War!
