Among these pirates were some very mighty users of Haki, who can also be termed to be Haki monsters. Of course, not everyone qualifies to be a monster of Haki, but there certainly were a few individuals whose mere presence put fear down the spine of the enemies.
Rayleigh
The Right Hand of the Pirate King
Rayleigh is clearly one of the most adept users of Haki in One Piece. Given that he is not a user of a Devil Fruit yet exists as a mighty threat to just about anyone, it is quite clearly an indication of the fact that his Haki is incredibly powerful. Rayleigh was a Haki monster back in the day, and this goes without saying.
Even in his old age, Garp compared his threat directly to the Four Emperors of the Seas, which means that in his prime days, his control over his Haki and its advanced abilities,, in general was on an entirely different level.

Sengoku and one of the only two Marines known to wield Haki. It has been directly confirmed by Roger that Sengoku was a worthy opponent for him, and fans also know that there existed a rivalry between him and Whitebeard in the past.
Sengoku is a very mighty individual who possesses great Haki as well. Being an individual who is close to the tier of the likes of Roger and Whitebeard, as well as having earned their respect means that his strength in this department must be absolutely immense.

Whitebeard is yet another monstrously powerful user of Haki that existed in the old era. He was the strongest man in the world, and this was down to him wielding the Gura Gura no Mi, the powers of which could allow him to destroy the entire world. On top of that, Whitebeard also possessed Haki of all three types. Of course, his Haki was not as refined as the likes of Roger, but it was certainly very strong.
Whitebeard existed as a monstrously powerful individual even in his old age, which makes one wonder what his true level of strength would have been when he went all out in his prime.

Garp only relies on Haki in combat, and he has honed his skill greatly over the years. Garp’s usage of Conqueror’s Haki was seen in the Final Saga, when he attacked the Pirate Island and caused great destruction. Garp was actually disappointed with the output of his powers due to his aging body, which only makes one wonder what his level of skill was like in his prime. Clearly, Garp’s Haki is one of the mightiest seen in One Piece, and there is absolutely no denying that.

The Pirate King, Gol D. Roger possessed the mightiest Haki in the old era. Fans know him to be a very strong individual and, given that he did not have a devil fruit, Rogers Haki must have an absolutely top-notch.
Among all the monsters of Haki, Roger was likely one of the strongest, and that goes without saying. He managed to match Whitebeard in battle without even having a Devil Fruit, which means that at the very least, his Haki was superior to that of the strongest man.
Rocks D. Xebec
The Mysterious Captain of the Rocks Pirates
Rocks D. Xebec is a bag of mysteries in the One Piece world. Fans don’t know his full capabilities or whether he wielded a Devil Fruit power or not. But, what fans know is that any individual with a power level close to his must be a monster of Haki.
Rocks likely possessed all three forms of Haki, and this isn’t an assumption that should confuse any fan. Given that it took a team-up of Roger and Garp to defeat him and the fact that he apparently defeated Roger once in combat, his Haki must have been very strong.
Joy Boy
A Mysterious Figure from the Void Century
By far, the strongest user of Haki that fans have seen in One Piece is Joy Boy. Although he can’t be of the previous era, strictly speaking, he is of an ancient era of One Piece. Fans saw his Haki through Emet in the Final Saga, and this Haki was so strong that it managed to split the skies by itself, knock out all Vice Admirals, nullify the powers of the Five Elders, and sent four of them back to Marijoa.
This Haki even sent shivers down Imu’s spine and had the individual crying out in pain. Joy Boy’s Haki even drew comparisons directly to Shanks, which implies that his Haki was of the absolute highest order, rivaled only by a select few individuals in One Piece, such as Shanks himself.
