The Shichibukai were a powerful group of pirates who worked for the World Government to stop other pirates in exchange for total freedom on the seas. These pirates made up one of the Three Great Powers in the One Piece world who maintained the balance of power.
After the events of the Reverie, the Shichibukai system was dissolved by the Government, making these pirates outlaws, however, during their time with the Government, they proved themselves to be extremely powerful and capable of being some of the greatest pirates in One Piece.
Updated on October 31, 2023, by Rei Penber: The Shichibukai are some of the most overpowered pirates in the One Piece world. Although they are no longer an active group, these pirates are still active themselves. The Shichibukai possess tremendous strength, which is why they were chosen to represent the Government in an attempt to deter other pirates, to begin with. This list already goes over the strongest Shichibukai, their current whereabouts, and their strongest powers already. However, their powers have now been elaborated upon, with greater focus being thrown on Devil Fruit abilities, as well as proficiency when it comes to wielding Haki. With that in mind, this list has now been updated.
11 Buggy Is The Weakest Member Of The Group
Buggy joined the Shichibukai after the events of the Paramount War. Although he isn’t all that strong, he carries great pedigree, being a member of the Roger Pirates and the sworn brother to Red-haired Shanks.
Buggy started his own organization, known as Buggy’s Delivery, after being offered the position. Following Doflamingo’s fall, he was the greatest source of weapons and trade in the world. However, in terms of power, he isn’t all that special.
Buggy’s Greatest Ability
Out of all the 7 Warlords that fans have been introduced to so far, Buggy remains the weakest. He isn’t particularly good at anything, and his Devil Fruit isn’t all that impressive either. Buggy’s biggest strength so far is being in the right place at the right time, and accidentally rising to power.
Buggy After Wano
Buggy is a character who has constantly found himself in undeserving positions and him getting a Shichibukai position recently was not all that different. Now, Buggy has found himself climbing the throne of a Yonko, following the events of the Wano Country arc, where Kaido and Big Mom fell to the Worst Generation. Buggy has also received a staggering bounty of 3.189 billion berries despite not being worthy of it. It is highly likely that Buggy will be seen as one of the biggest threats in the One Piece world at the moment. He is currently seen as the head of a criminal organization known as Cross Guild, which aims to put bounties on Marine heads and hunt them down one by one.
- Devil Fruit Awakening: Buggy certainly has a powerful Devil Fruit in the Bara Bara no Mi, however, he has not awakened this power just yet. That said, he has the potential to awaken his Devil Fruit and that would make him a very deadly fighter.
- Haki: Buggy does not possess any kind of Haki in the story at the moment.
10 Gecko Moria Got Weaker With Time
Gecko Moria was once a powerful pirate who even rivaled Kaido back in the day. With time, however, he got weaker and became a shadow of his former self. Moria was still quite impressive in his fight against Luffy. His usage of the Kage Kage no Mi was remarkable but he lacked the power to defeat Luffy, which just goes to show how much he had fallen from grace.
Moria’s Greatest Ability
Moria is still a fearsome pirate and although he’s way past his prime, he remains to be a menace. Without a doubt, his biggest ability is his clever usage of the Kage Kage no Mi. With its powers, he wreaked havoc in the Florian Triangle for years.
- Devil Fruit Awakening: Moria has a powerful Devil Fruit in the Kage Kage no Mi, but it remains unawakened at the moment.
- Haki: When it comes to Haki, he does not seem to possess any right now, even though he clashed against Kaido in the New World on equal footing.
9 Crocodile Was Quite Powerful As A Shichibukai
Crocodile became a Shichibukai at an unknown time and planned to get his hands on the Ancient Weapon Pluton by taking control of Alabasta. With the powers of the Logia-type Suna Suna no Mi, Crocodile could take on some of the strongest people on and he even managed to defeat Luffy twice, losing to him the third time.
After being released from Impel Down, Crocodile appeared to have gotten stronger, as seen when he stopped the likes of Mihawk and even Akainu to some extent.

Crocodile is one of the most impressive figures in One Piece. When it comes to combat, Crocodile’s usage of the Suna Suna no Mi remains incredible. His biggest strength, however, is his mind. Crocodile is extremely clever, and fans got to see that in the Alabasta arc properly.
Crocodile After Wano
Crocodile has finally returned to the story in a major way after the events of the Wano Country arc. He has always been an elite pirate, however, now, he is stronger than ever before. Crocodile has slowly slithered his way into the New World and established himself as a superior power. Currently, he has a bounty of 1.965 billion berries, which just goes to show that he is in a league of his own. Crocodile is the mastermind behind the Cross Guild as it was his idea to ally with Dracule Mihawk to get this organization started. However, now, he is seen as an underling of Buggy. While infuriating for him, it also aids him greatly as it allows him to pull the strings from the shadows.
- Devil Fruit Awakening: Crocodile possesses the Logia type Suna Suna no Mi. This Devil Fruit has been hinted to be an Awakened one, but no confirmation has been provided yet.
- Haki: Crocodile has not been seen using any Haki, despite being a veteran pirate of the New World. Since he is an active player in One Piece right now, fans should expect him to showcase Haki usage as soon as he fights.
8 Jinbe Is The Strongest Fishman In One Piece
Jinbe was offered a spot among the Shichibukai after the death of Fisher Tiger. Having served in Neptune’s army and then under Tiger, Jinbe was already plenty powerful and continued to grow stronger.
Over the years, Jinbe has mastered Fishman Karate. He has excellent control over both Armament and Observation Haki as well. Jinbe was strong enough to defeat Who’s Who at Wano.
Jinbe’s Greatest Ability
Jinbe is an excellent fighter and his loyalty to those he loves has always shined in the series. Jinbe’s biggest power is his mastery of Fishman Karate and Merman Jujutsu. So far, he has the greatest control over these arts that the fans have seen so far.
- Devil Fruit Awakening: N/A
- Haki: Jinbe has decent control over Haki. He’s seen using Observation and Armament Haki, the latter of which is commanded by him at a very high level. His Haki still has room to grow.
7 Bartholomew Kuma Has An Overpowered Devil Fruit
Kuma was a member of the Revolutionary Army and then became a Shichibukai for unknown reasons. He earned a reputation as the Government’s dog over the years, meaning he posed as their most loyal Shichibukai member.
Kuma has the power of the Nikyu Nikyu no Mi using which he can deflect anything at the speed of light. His Devil Fruit power is extremely useful and makes him incredibly difficult to take on in battle.
Bartholomew Kuma’s Greatest Ability
Kuma was one of the most fearsome members of the Seven Warlords of the Sea, however, now, he is far from his best. Nonetheless, Kuma is extremely powerful and his Devil Fruit, the Nikyu Nikyu no Mi, remains to biggest strength.
Kuma After Wano
Bartholomew Kuma is an elite pirate in the One Piece world, however, he gave his body up for the purpose of cloning, and ever since then, his character has been diminishing slowly, as is his humanity. Kuma was the perfect Warlord for the World Government as he was deemed to be their lap dog. Despite that, they enslaved him and he needed saving from the Revolutionary Army. Currently, he is a central figure in the Egghead Island arc and will most certainly continue playing important roles in the future of the story.
- Devil Fruit Awakening: Kuma’s powerful Devil Fruit, the Nikyu Nikyu no Mi, has not been Awakened just yet.
- Haki: When it comes to Haki, has not shown any proficiency in any of the types, even though he might possess it. Kuma is an active player in the Final Saga where more of his abilities, such as Haki, could be revealed
6 Trafalgar Law Was The Mastermind Behind The Rocky Port Incident
Law became a Shichibukai at some point during the two-year timeskip. He earned the position during the infamous Rocky Port Incident following which he delivered the hearts of 100 pirates to the World Government.
As a Shichibukai, Law proved to be stronger than Smoker and Vergo and quite a match for Doflamingo in battle. His Ope Ope no Mi made him an extremely powerful fighter and he could also use two Haki types with decent proficiency.
Trafalgar Law’s Greatest Ability
Trafalgar Law is one of the strongest Warlords in One Piece, and his time as one of the warlords showed that he was supposed to be reckoned with. Laws biggest ability is his Devil Fruit, the Ope Ope no Mi. His Devil Fruit was worth around 5 billion berries when Law ate it, and he’s made its powers his own since.
Trafalgar Law After Wano
Being the mastermind behind the Rocky Port Incident allowed Trafalgar Law to get the position of Shichibukai. However, everything he did was to rip Doflamingo from a position of power and get his revenge. While Law got his revenge a long time ago, his hunger for power has not been satiated yet.
Law was pivotal in the Wano Country arc, where he took on Yonko Big Mom and played a key role in her defeat. He has received a bounty of 3 billion berries and is a pirate worthy of fighting against the Yonko now. Law was recently seen taking on Blackbeard in combat in the New World and he held his own in a tremendous fashion.
- Devil Fruit Awakening: Trafalgar Law Awakened his Devil Fruit at some point after the events of the Dressrosa arc. He used the powers of his awakening to fight Big Mom and dealt great injuries to her. He also used his Devil Fruit Awakening against Blackbeard, although he lost the battle.
- Haki: Law possesses the ability to use two types of Haki in Observation and Armament. The latter was improved by him after Wano to reach a level where it can negate Devil Fruit powers. Law doesn’t seem to possess Conqueror’s Haki but might awaken it later down the line.
5 Donquixote Doflamingo Was A Threat To Most Pirates
Donquixote Doflamingo earned the Shichibukai title due to his connections with the World Government and his knowledge of the National Treasure of Mariejois. He used this position to take over the Kingdom of Dressrosa in the New World.
As a fighter, Doflamingo was extremely powerful and had mastered the usage of the Ito Ito no Mi to a point where it awakened. He could also use all the three Haki types, however, his usage of Haki wasn’t anything special.
Donquixote Doflamingo’s Greatest Ability
Just like Crocodile, Doflamingo is a mixture of cunning and powerful. Over the years, he put Dressrosa in misery and was so powerful that hardly anyone could oppose him. While Doflamingo was a good user of Haki, his biggest strength was his devil fruit, the Ito Ito no Mi. Doflamingo used this fruit so well that it awakened.
- Devil Fruit Awakening: Doflamingo awakened his Ito Ito no Mi after years of training to affect his surroundings in typical Paramecia fashion. He was the very first user of Devil Fruit Awakening shown in One Piece.
- Haki: Doflamingo possesses the power to use all three types of Haki, although at a very basic level.
4 Edward Weevil Has The Strength Of A Young Whitebeard
Weevil was offered the Shichibukai position after he wiped out a number of Whitebeard Pirates allies. It is unknown what Weevil did during his time as a Shichibukai, however, he certainly does possess monstrous strength.
Kizaru compared his powers to those of a younger version of Whitebeard, which is extremely impressive. Having taken out some of the strongest pirates of the New World, Weevil deserves his rank among the best. After the events of the Wano war, it was revealed to the fans that Weevil was captured by Aramaki after a fih ensued while he was protecting Whitebeard’s hometown.
Edward Weevil’s Greatest Ability
Weevil was the last addition to the Shichibukai before the system was dissolved. Not much is known about him yet, however, the fact that Kizaru compared his powers to that of a young Whitebeard implies that he has tremendous physical strength that rivals the former Yonko.
- Devil Fruit Awakening: N/A
- Haki: Weevil possesses the power to use both Observation and Armament Haki, although he has not been seen using any. Given that he could be the biological son of Whitebeard, he could also gain access to Conqueror’s Haki in the future.
3 Marshall D. Teach Killed Whitebeard
Teach was a member of the Whitebeard Pirates but after stealing the Yami Yami no Mi, he left the crew and created the Blackbeard Pirates. His strength is often underestimated, but he was strong enough to defeat Portgas D. Ace who possessed the powers of the Mera Mera no Mi and had access to two of the Haki types.
What’s more, he could even scar Shanks, who is currently a Yonko of the sea. Teach also managed to kill Whitebeard during his time as a Shichibukai.
Greatest D. Teach’s Biggest Power
Teach’s time as a Shichibukai showed the fans how far he had planned. His ability to draw out elaborate plans certainly is one of his very best skills. However, his Devil Fruit, the Yami Yami no Mi, is his biggest strength.
- Devil Fruit Awakening: While Teach possesses two powerful Devil Fruits, he has not awakened any just yet. In the future, he should be expected to awaken both.
- Haki: Teach has shown the ability to use Observation and Armament Haki. He should be confirmed as a user of Conqueror’s Haki in the Final Saga, given the level of ambition that he possesses as a pirate.
2 Boa Hancock’s Powers Are Deadly To Anyone
Boa Hancock is the empress of the Kuja Tribe and one of the strongest pirates in the One Piece world. She received her Shichibukai position after just a single voyage to the sea earned her a bounty of 80 million berries.
Hancock is a user of the Mero Mero no Mi, which allows her to turn anyone into stone. She is also a user of the famous Kuja Haki, and can use Conqueror’s Haki as well. In Marineford, Hancock wiped out an entire army of Pacifistas and had Sentomaru on the back foot without even breaking a sweat.
Boa Hancock’s Greatest Power
Boa Hancock ranks among the strongest women in One Piece. Although the full extent of her powers in combat has not been seen yet, teh fact that she belongs to the Kuja Tribe, who are known for their incredible usage of Haki means that shes very powerful. As such, even though Hancock has a very overpowered Devil Fruit, her Haki should be her biggest strength.

Boa Hancock is a character that fans have been dying to see more of. Out of the Seven Warlords, she is a character full of intrigue yet a lot of danger. Hancock received her Shichibukai title after just one voyage, which is nothing short of staggering. After the dissolution of the system, she was attacked by the Navy and, despite everything, held her own very well against them. A bounty of 1.659 billion berries was slapped on her head and her powers were deemed so dangerous that even Yonko Blackbeard coveted them. Hancock is now a central character in the Final War Saga and will continue to play a major role from here onwards.
- Devil Fruit Awakening: Hancock has tremendous control over her Devil Fruit powers but is not confirmed to be an awakened user just yet. In the final saga, she might be revealed as an Awakened Devil Fruit user.
- Haki: Hancock is one of the few pirates with great control over all three Haki types. She could potentially be a user of all the Advanced Haki types, given that this skill is a specialty of the Kuja.
1 Dracule Mihawk Is The World’s Strongest Swordsman
Mihawk is among the strongest pirates in the world of One Piece. He is an excellent swordsman who, after defeating countless others, became the World’s Strongest Swordsman. As suited to someone like him, he possesses one of the Saijō Ō Wazamono swords, called Yoru.
Mihawk possesses excellent control over Observation and Armament Haki, making him quite a capable fighter. Given his stature, he is certainly the strongest of all Shichibukai.
Dracule Mihawk’s Greatest Ability
Dracul New York is the world’s strongest swordsman in One Piece, and his title speaks for itself. His biggest strength is his ability to wield the blade with incredible grace. In the Marineford arc, he showed the fans just a glimpse of his true power and although not everything about his skill is known yet he is someone who rivals the Yonko for sure.
Mihawk After Wano
Mihawk is a character fans don’t need much of an introduction to. He is the World’s Strongest Swordsman and was the strongest warlord, now, his Warlord status has been stripped from him. That said, Mihawk is still a major threat as he is now a part of the Cross Guild, which was founded by Crocodile in reality and now is run by Yonko Buggy. Mihawk is the strongest member of this organization and has a sizable bounty of 3.590 billion berries on his head. He is yet to play a major role in the story, however, fans know that it is only a matter of time before that happens.

- Haki: Mihawk is a confirmed user of Haki, however, fans only know him to possess Armament and Observation Haki at the moment. He should be confirmed as a user of Conqueror’s Haki and its advanced type soon.
