This character is going to be absolutely massive in this Arc, and fans absolutely cannot wait to see what role he goes on to play, and how Oda sets him up as the main villain of the Elbaf Arc. Shanks’s twin was first seen in the story in One Piece chapter 907. Of course, at the time, fans had no idea that this person was actually not the same Shanks that they had always seen. Fans simply assume that Shanks met the Five Elders and wanted to talk about a certain pirate. However, after One Piece chapter 1134, it became clear to the fans that the person who actually met with the Five Elders was none other than Shanks’s twin, and not the actual Yonko himself. This clears up quite a lot of confusion among the fans, and at the same time, paints a better picture of Shanks in their heads. More importantly, it sets up exciting things for the Elbaf arc, which was clearly lacking the main villains. In One Piece chapter 1134, fans finally saw the main antagonists of the arc, and they made their appearance right at the very end. While the Giants were preparing for a massive banquet in Elbaf Village, towards the Western section of this Village inside a Giant Castle, a massive bolt of Black lightning struck.

Fans could see a giant summoning circle emerge out of nowhere, and the circle was surrounded by flames. Out of this circle emerged two mysterious individuals, both of them wearing hooded attire. On the very last panel of the chapter, fans could see that these individuals were none other than the Shanks look alike and a woman with bandages all over her face. Just by looking at the summoning circle, it is clear that they are affiliated with the Government and that they are either sent by one of the Five Elders, or by Imu themselves. It is also clear that they are there to stir up chaos in Elbaf, and this was teased by Oda himself. In Oda’s Jump Festa message, he clearly stated that Elbaf is a laid-back country that has enjoyed peace for a while, but this peace will be shattered by the arrival of a certain individual. Of course, this was in reference to Shanks’s look-alike showing up on Elbaf, and things are going to be incredibly exciting from here onwards.

Now that Shanks’s twin is already on Elbaf, fans are clearly wondering why he’s there in the first place. The first thing the fans need to keep in mind is that Oda specifically chose this time for Shanks’s twin to show up in the country. He could have shown up there on any other day, but the fact that he showed up there at this particular time means that this has something to do with a change that Elbaf has shown recently. There is only one thing that has changed about the country, and that is the arrival of a certain individual there. This person is none other than Luffy. As such, a very good guess would be that Shanks’s twin is there to deal with Luffy. As to why the Government would want him to deal with Luffy, it could be because he is that strong. It must be remembered that Saturn was executed by Imu in the Egghead Arc simply for failing to stop Nika from escaping. Imu wants Nika gone at all costs, and that could be why this Shanks look-alike was sent to the country.
The goal could be to eliminate Straw Hat Luffy and make a successful escape from the island in one way or another.

While this is a massive possibility, another possibility also exists. There is only one character other than Luffy who could be the reason why Shanks’s look-alike arrived on Elbaf. This person is Loki himself. Fans know that Loki is a very dangerous individual and someone whom the World Government has placed a special bounty on. His powers are immaculate, and the fact that he wields a legendary Devil Fruit makes him doubly special.

As things stand, Shanks’s twin is accompanied by one woman, who’s likely also a member of the God’s Knights. While it is safe to say that these two individuals are very strong and that they might even be able to fight against Luffy and Loki together, they absolutely cannot go on to win a battle here on their own. Given the situation, they would have to fight against the Giant Warrior Pirates, the New Giant Warrior Pirates, the Straw Hat Pirates, and even Loki. These forces are far too powerful for them to put any sort of fight against, which is why their role is going to be slightly different. Either they are seeking out someone specific without invoking the wrath of others, or they are there to deliver a message from someone. Regardless of what they want, fans know that they won’t have things their way, and will probably either have to attack or be forced to return to the World Government with the message that Elbaf wasn’t willing to cooperate.
This could lead to an attack on the country from the Government, which could even see the usage of the Ancient Weapon Uranus. This could very well be how Elbaf’s Ragnarok begins, and the whole tree of the country could be threatened from top to bottom. Luffy and the others will have to protect the country and fans absolutely cannot wait to see that come to pass.
