Of course, Shanks is the strongest Haki user in One Piece right now, but that clearly doesn’t mean that he is going to stay at the top forever. Shanks is eventually going to be surpassed by none other than Luffy, and fans should always keep that in mind. Shanks is there as an obstacle for Luffy to overcome and surpass and he certainly will go on to do that. Right now, Shanks is incredibly powerful and he might just be one step above Luffy. But, Luffy has a massive goal to fulfill and fans know that he will inevitably go on to do it. That simply tells fans that Luffy will go on to surpass him in terms of Haki usage in the future as well.

As for how he’ll do it, Oda gave Luffy a demonstration of how to beat the Elders in the Egghead Arc. He also showed Luffy what level of Conqueror’s Haki he needs to reach if he is to do what both Roger and Joy Boy couldn’t. Luffy has to get his Haki on the same level as Joy Boy, which in itself might be similar to the level of Shanks. As such, Luffy has to surpass Shanks in order to reach the very top and find the One Piece, all the while fulfilling the age-old Will of D.

Come the end of One Piece, Luffy’s Conqueror’s Haki should be on a completely different level, with Shanks being right alongside him as one of the strongest users of the ability, provided he is alive.
