Throughout the Naruto series and the initial parts of Boruto: Naruto Next Generations, the Rinnegan was considered the epitome of all power, with no other dojutsu that could rival its prowess. This status quo continued for the most part of Boruto, until the introduction of an entirely new dojutsu called the Kokugan. First used by Isshiki Otsutsuki, the Kokugan is an extremely unique visual technique that belongs to the Otsutsuki clan.
Until the Kokugan’s introduction, the Rinnegan reigned supreme as the epitome of all power, and rightfully so, as the plethora of powers that the dojutsu offered remained unparalleled. However, the Kokugan now challenges this status quo with its own set of unique powers, ones that are arguably superior to the Rinnegan in some respects.

After the Rinnegan’s introduction to the Naruto franchise, rarely any new doujutsu have been introduced to the narrative, making Kokugan the first new ocular technique to be introduced to the narrative since. The Kokugan originally belonged to Isshiki Otsutsuki, though it was later attained by Kawaki after his Karma Mark. The Kokugan primarily has two different unique abilities, Sukunahikona and Daikokuten. These two abilities work in conjunction with each other, with their usage making the user almost invincible.
The Kokugan’s Sukunahikona ability allows the user to shrink any inanimate object to miniscule sizes. While the ability might sound rather simple on paper, the technique is quite useful for defense, since Sukunahikona can also be used on the user himself. Moreover, once the object is returned to its original size, it can even be used as an offensive weapon against opponents. Isshiki utilized shrunken rods that he would return to normal size, resulting in his opponents being pierced instantaneously.
The Sukunahikona is Isshiki’s secret technique. It can shrink almost anything, and restore it almost instantly too.
Sukunahikona becomes even more deadly when combined with the Kokugan’s other ability, Daikokuten. Daikokuten is an ability that allows the user to store any object in a pocket dimension, similar to Obito’s Kamui. In this case, however, time is frozen in Daikokuten’s dimension, and it can only be accessed by the user. Isshiki was witnessed using these two abilities in conjunction by using stored objects inside Daikokuten as weapons, surprising his opponents and piercing them by bringing back shrunken objects to their original size.

In some respects, the Rinnegan and the Kokugan work on somewhat similar principles, yet their abilities and techniques differ greatly from each other. The Rinnegan is a more balanced dojutsu, with techniques that are suited for both offense, defense, and even interdimensional travel. The true extent of the Rinnegan has been witnessed in the hands of credible users such as Sasuke, Madara, and even Nagato, with each user’s method of using the Rinnegan being widely different.
Sasuke might be the strongest user of the Rinnegan, yet Madara’s usage of the dojutsu showcased the true extent of the ocular jutsu, which ranged from raining meteors from the sky to negating all ninjutsu through the Paths Of Pain. The Rinnegan is also equipped with interdimensional travel, allowing users to easily escape from battle or even reach opponents in far-off places. The Kokugan, on the other hand, is limited in terms of its abilities. However, it more than makes up for these limitations through the diverse applications of both Daikokuten and Sukunahikuna.

With just these two abilities, the Kokugan can negate most of the Rinnegan’s abilities. Sukunahikuna can shrink any inanimate, non-living object, including most chakra-based attacks and jutsu. Moreover, Isshiki’s usage of the Kokugan showcased that he can even bypass ninjutsu absorption. Since the Kokugan relies on summoning stored objects from Daikokuten’s dimension and increasing their size to pierce opponents, ninjutsu absorption would not work in this method of offense, since the objects used to attack are physical entities rather than manifestations of chakra. Moreover, the Kokugan is also equipped with interdimensional travel, along with an added ability of utilizing a pocket dimension, something that the Rinnegan does not have access to.

When it comes to determining the stronger Dojutsu between the Kokugan and the Rinnegan, it’s certainly a close competition. While the Kokugan is held back by its limited techniques, it more than makes up for it with the overpowered nature of Sakuna Hikounen and Daikokuten. In the right hands, the Kokugan can be used to fight multiple foes at the same time, even overwhelming them with a barrage of attacks.
On the other hand, the Rinnegan is a more versatile Dojutsu that is laced with overpowered techniques and godly powers. However, it’s also worth noting that the Rinnegan’s strength is entirely dependent on the user of the Dojutsu, which is evident from the discrepancy of power between its various users. The Rinnegan specializes in ninjutsu and genjutsu techniques. Which makes it weaker against the foes in Boruto that rely on ninjutsu absorption. The Kokugan has an edge in this regard, as its powers deem it immune to the effects of ninjutsu absorption. Since most of its attacks are primarily physical, the Kokugan is effective for incapacitating opponents with ease.

While there is no definitive answer as to which Dojutsu is stronger, it’s safe to say that both the Rinnegan and the Kokugan have their respective weaknesses and strong suits. However, in a head-on battle, the Kokugan might have a slighter edge due to its more stealthier abilities and the power to instantaneously incapacitate opponents and overwhelm them with a flurry of attacks. However, it’s worth noting that it also entirely depends on the user of the Dojutsu, as both the Rinnegan and the Kokugan are dependent on how exceptional the user’s prowess is.

The Battle Showcased the Two Dojutsu In Action
In the Boruto series, there is one instance where the Rinnegan and the Kokugan directly face off against each other, giving viewers a better perspective on which Dojutsu is superior. Despite being in the weakened body of Jigen, Isshiki was able to overwhelm and defeat both Naruto and Sasuke in a head-on battle. His Kokugan abilities, Sakunahikona and Daikokuten, were more than enough to overwhelm Naruto in his Kurama Mode and Sasuke’s Rinnegan.
The battle showcased exactly how the Kokugan’s various abilities work in synergy, as Isshiki was able to throw a flurry of attacks at Sasuke by manifesting large objects from his Daikokuten. Moreover, he was able to summon Black Cubes that can remove his own chakra signature, making himself even stealthier than before. While the battle between Sasuke and Isshiki might not be an accurate representation of how strong either Dojutsu is, especially since Sasuke never used the full arsenal of the Rinnegan, it still paints a picture of how powerful the Kokugan is in the right hands. While there is still no definitive answer as to which dojutsu is superior, this instance clearly presents the Kokugan as the stronger ocular technique, which deems it one of the strongest Dojutsu in the Boruto series.
