The Marines in the One Piece series are seen as the enforcers of justice on the sea. The Marines work directly under the World Government, and beneath their facade lies a history of corruption, oppression, and dark secrets that shape many of the conflicts in the series.

Hence, some Marines believe that the system is corrupt and defect from it to make their path. But, some just get power-hungry and want to unleash their powers on the weak. Leaving the Marines isn’t just a career change; it’s a life-altering choice for these characters, often making them enemies of the institution they once fought for in One Piece.
Aokiji
The Man With A Different Kind Of Justice
- First Appearance: Episode 225
Aokiji’s departure from the Marines was a clash of ideals, and it also defined the future of the Marines. When Sengoku stepped down as Fleet Admiral, Aokiji and Akainu were candidates to replace him. Aokiji believed in a more flexible moral justice that allowed room for human judgment. This is seen in how he addresses Ohara’s situation with Saul and Robin. However, Akainu embodied absolute justice and was ruthless and willing to sacrifice anything to uphold order.
Despite Sengoku’s support for Aokiji to become the Fleet Admiral, the World Government favoured Akainu, leading to an inevitable face-off between the two admirals. The two admirals fought on Punk Hazard for ten days. The battle of the two admirals was so intense that it permanently changed the island’s climate. But in the end, Akainu lost. Rather than serve under a leader whose ideology he despised, he left the Marines. After leaving the Marines, Aokiji resurfaced in one of the most unexpected places — working with the Blackbeard Pirates.
Jaguar D. Saul
An Ally Of The Ohara People
- First Appearance: Episode 275
As a vice admiral of the Marines, Saul proved himself a strong and capable officer. Unlike many of his peers who follow orders without question, Saul has a kind heart and a conscience. Saul’s change of heart from his role as a Marine came when he discovered the truth about the Buster Call in Ohara. The World Government had labeled the island’s scholars as dangerous criminals, justifying their mass execution under the pretense of protecting history from misuse.

Saul saw through this lie; he knew these people were not threats to the world because he knew one of the captured scholars, Olivia. At that moment, Saul made the fateful decision to betray the Marines. He couldn’t stand by and watch innocent people get massacred, so he defected from the Marines. However, defying the World Government has consequences, and Saul’s actions sealed his fate. Admiral Aokiji followed orders and froze Saul alive, but the ex-marine survived the ordeal.
Zephyr
The Rebirth Of A Villain
- Appearance: One Piece Film: Z
Long before Zephyr turned rogue, Zephyr was a respected marine admiral and one of the strongest fighters of his era. He believed in shaping the future and dedicated himself to training new Marine recruits and instilling discipline to protect the world. His students in the Marine include Kizaru, Aokiji, and Akainu, as well as countless Marine officers. Zephyr placed his trust in the Marines, but they betrayed him. While in the Marines, his wife and child were killed by a pirate.
After the tragedy of his family, Zephyr wanted to resign from the Marines but was persuaded to stay as an instructor. Several years later, Zephyr’s entire division was killed, and his arm was cut off by an unknown pirate. Afterward, the World Government made the man who severed Zephyr’s arm and killed his crew the warlord of the sea. This act became Zephyr’s breaking point, and he finally defected from the Marines. Zephyr created Neo Marines and plotted to destroy all pirates and the New World with everyone in it. Despite his overwhelming power, Zephyr met his end.
Vergo
The Double Agent
- First Appearance: Episode 597
In the One Piece series, not all who wear the marine uniform truly serve the Marine. To begin with, Vergo was never loyal to the Marines. From the start, he was a spy whose true allegiance lay with the Donquixote Family. From a young age, Vergo was one of Donquixote Doflamingo’s most trusted men, part of the elite executive of the Donquixote Pirates. Doflamingo saw an opportunity and planted Vergo inside the Marines, instructing him to rise through the ranks and act as an inside agent. Over the years, Vergo climbed the ladder, eventually becoming a vice admiral and the head of G-5, one of the notorious Marine bases. Vergo used his position to suppress information that could harm Doflamingo’s operations.

Vergo might have continued his double life indefinitely if it hadn’t been for the events at Punk Hazard. When Trafalgar Law and the Straw Hat Pirates formed an alliance, their actions began unraveling the Donquixote Family’s influence on the experiments. He tried to maintain control by brutally attacking his own men, taking down Smoker, and attempting to kill Law. He finally met his end in the hands of Law.
Monkey D. Dragon
The Revolutionary
- First Appearance: Episode 52
Dragon is the son of Vice Admiral Monkey D. Garp and the father of the Straw Hats captain, Luffy. Dragon is now the Revolutionary Army’s leader, the World Government’s foe. Dragon’s revolutionary ideology is based on firsthand knowledge of how the World Government operates. Hence, he has seen the system’s flaws in the Marine, realizing the corruption and choosing to fight against it.
Like many other prominent characters in the series, Dragon’s early life is almost completely unknown. The Marines, for all their talk of justice, serve the Celestial Dragons, a ruling class that thrives on oppression. While someone like Aokiji left the Marines and remained a lone wanderer and part of the Blackbeard crew, Dragon didn’t just walk away; he built an army to tear the system down. His decision to become a revolutionary instead of a pirate also sets him apart from others who become pirates, unlike Dragon, who wanted change.
Gasparde
A Pirate At Heart
- Appearance: One Piece The Movie: Dead End Adventure
While some soldiers, like Saul and Dragon, left the Marines after losing faith in the system, Gasperde left simply because he never cared about justice in the first place. Gasparde is different because he didn’t leave the Marines due to ideological struggles; he used them, discarded them, and embraced piracy without a second thought. He was never meant to be a Marine and never pretended otherwise.
Hence, he assembled a crew of ruthless criminals and made them part of his crew. Also, he ate the Ame Ame no Mi, a logia-type devil fruit that turned his body into syrup. With his new abilities and complete disregard for morality, Gasparde became a feared pirate on the sea. But in the end, his arrogance was his downfall. He met with Luffy on the sea, underestimated him, and he was defeated.
