Over the years, Oda has introduced quite a lot of powerful individuals in One Piece, and these characters have certainly made a name for themselves in the world. Often, the strongest of pirates go on to become the Yonko, while the strongest within the Marines rise to the ranks of Admirals, and potentially even higher. Some others work in unique ways, such as the members of the Revolutionary Army, all of whom go on to make a great reputation for themselves in one way or another.

Even among the strongest of characters, few have ever managed to break the 5 billion berry mark. In fact, in the entirety of One Piece, only three characters have hit this mark, and they are the Pirate King, Roger, his only equal Whitebeard, and of course, as was revealed rather recently, Fleet Admiral Akainu. That said, there are characters in One Piece who have the potential to hit the 5 billion Berry mark and surpass it, and these are the ones who will come the closest.

Dragon
Current Bounty: Unknown
Dragon is one of the strongest characters in the world of One Piece and the leader of the Revolutionary Army. Dragon’s name by itself puts fear into the majority of One Piece characters, and that is without him even having done anything significant in terms of combat in the series so far.
Dragon is also the World’s Worst Criminal, which further adds to his infamy. For him to have a bounty of about 5 billion berries or more should not be a surprise to any fan of One Piece.

Loki
Current Bounty: 2.6 billion batteries
Loki’s full character was recently introduced in the series and he was revealed to have a reward of 2.6 billion batteries on his head. This reward was likely issued after Loki ate his legendary Devil Fruit. At the same time, fans also know that Loki would have grown stronger in the last 6 years or so, and it must also be remembered that Loki has the power to destroy not just Elbaf, but the entire world.
Any character with such abilities up their sleeve is certainly someone worthy of being given a much higher bounty, and fans will see that in the future of One Piece.

Sabo

Sabo, also known as the Flame Emperor, is a very powerful character and certainly someone who deserves a higher bounty. His current reward is being revaluated, but, it has already been established in One Piece that Sabo is even more infamous than Dragon right now due to him having become an icon for people all over the world.
This essentially introduces the possibility of Sabo having an even higher bounty than Dragon, which could eventually see him reach 5 billion berries.

Blackbeard
Current Bounty: 3.996 billion berries
Blackbeard is one of the Four Emperors of the Sea and an individual who consistently grows in bounty over short periods of time. Blackbeard’s bounty around the beginning of the Wano Country arc was 2.247 billion.
However, right now, his bounty has been confirmed to have risen up to 3.996 billion berries. Blackbeard could get another boost in bounty and reach 5 billion berries.

Shanks
Current Bounty: 4.0489 Billion Berries

Shanks’s current bounty is at 4.0489 billion berries, and given that he is only now going seriously for the One Piece, there is every chance for him to get an even higher bounty.

Current Bounty: 3.189 billion Berries
Buggy is a character who has consistently failed upwards, and right now, his reward is at 3.189 billion berries. Given that the Cross Guild has only just been established, Buggy can go on to be more of a danger for the World Government and maybe other organizations of the One Piece World.
Depending on how close he comes to the One Piece, Buggy’s reward could go on to reach 5 billion berries.

The user of the Nika fruit, Luffy is one of the biggest threats to the World Government as things stand. For him to surpass 5 billion berries shouldn’t come as a surprise to anyone, especially knowing that he will go on to become the Pirate King in One Piece.
Once Luffy ends his journey, his bounty will most likely be the highest to have ever been recorded. At the very least, Luffy’s bounty will surpass Roger’s 5.56 billion berries.
