To do this, the Holy Knights have mobilized already, and Luffy and his crew will most certainly be there to stop this effort. Fans already know that Luffy will be there to fight the Holy Knights when they launch an all-out offensive against the land of Elbaf. However, there is an inevitable fight waiting for him already before the main ones begin. This fight is set to take place in Aurust Castle, and fans absolutely cannot wait to see how it all goes down as the enemy advances in on the War Land hosts the country of the Giants.

The villains of the Elbaf arc are clearly the Holy Knights. Oda stated that himself during his Jump Festa message, where he made clear that this group was going to disturb the long peace that Elbaf had enjoyed over the years.
As for the manga, we’ve finally arrived in Elbaf! It’s a laid-back kingdom, but the serenity is about to be shattered by the arrival of a particular man! Meanwhile, there will be tumult in other seas as well! And at last, that one guy will begin shaking up the world! Take a deep breath now, because soon you may not be able to come up for air! Clearly, Oda was referring to Shamrock Figarland in his message, and he’s now already in Elbaf. For those who don’t remember, Shamrock Figarland and Gunko, two members of the mighty Holy Knights of the World Government, showed up in Elbaf suddenly. They spawned at Aurust Castle, which was suddenly struck by black lightning, and inside the castle, a giant summoning circle was seen emerging, surrounded by flames. Following this, fans could clearly see a Shanks look-alike emerge from the circle, as well as a woman covered in bandages. The two went on to show their true appearances later down the line in the Underworld of Elbaf, where they met Loki. Fans had previously assumed that they wanted to get to Loki to take his Devil Fruit ability because it was said to be a legendary Devil Fruit that had been passed down the history of Elbaf.
However, this prediction turned out to be wrong. The Holy Knights weren’t after Loki’s Devil Fruit, but Loki himself. As was established in the narrative, the Holy Knights wanted to recruit Shanks for a position among their ranks, given his terrific strength, along with much else. Of course, Loki refused the offer, and even when he was tortured by Gunko, he refused to agree. This is where the real goal of the arc for the World Government was officially declared. The true goal here is to subjugate the land of Elbaf completely to the World Government.
The World Government believes that Elbaf is key to strengthening their forces and giving them a better chance to fight against powerful pirates of the world. Shamrock himself clearly stated that long ago in the past, the Giants of Elbaf conquered the entire New World with their strength. As such, it is clear for the fans to see that they are the main villains of the arc.
But, while Shamrock and Gunko serve as enemies in this arc, fans also know that there their numbers aren’t enough to actually take over Elbaf. Shamrock knows this as well, which is why they ordered a third member of the Holy Knights.

While it is clear that the Holy Knights are going to summon another member of the Holy Knights, fans don’t know who it is going to be and how strong they will be. But, it is only natural that fans will find out soon enough about the identity of the person. What’s clear is that Shamrock Figarland wants someone strong, so whoever ends up coming will have to be mighty powerful. More than that, fans should look at where the Holy Knight will finally appear. Given that the first two Holy Knights appeared in Aurust Castle, it is highly likely that the third one will spawn in Aurust Castle as well.

The spawning ability of the World Government, or potentially Imu, doesn’t work everywhere. Clearly, if that was the case, Imu would’ve abused this power a lot and potentially taken down all their enemies. Instead, this ability only works at certain places, and it is highly likely that this ability needs an anchor to work. Without that, this power likely cannot work.

The fact that Shamrock and Gunko appeared inside Aurust Castle must mean that they have been there before as well, perhaps long ago, when King Harald was slain. Connecting the dots together, it is likely that Aurust Castle acts as an anchor for the Holy Knights to connect to, due to it having been marked long ago, which means that when a new Holy Knight does come to Elbaf, they’re likely going to drop at the Aurust Castle.

If the third Holy Knight appears in Aurust castle, then fans could easily watch an exciting battle unfold there. It must be remembered that Luffy and some of the Straw Hat Pirates are currently in Aurust Castle. They want to get the keys to Loki’s chains, and there, they will also likely meet with Scopper Gaban. Regardless, as the Straw Hat Pirates meet with Gaban, it is highly likely that the third Holy Knight will be spawned nearby.
This could inevitably lead to a confrontation between Luffy and the third Holy Knight and fans absolutely cannot wait to see that. This would give the fans a good glimpse of the power level of the Holy Knights, and it would definitely be exciting to see Luffy engage in a big skirmish so early into the Elbaf arc.
